This note is prepared on the assumption that, however unwise, the Council is likely to choose the recommendation of the Planning & Transportation Committee and approve the rejection of the Inspector's Safety Recommendations. If that happens, and the Council does not opt for a further Inquiry, arrangements are in hand to challenge their decision. It will be useful, in addition, if as many people as possible also notify the Government Office for the South East (GOSE) in Guildford of their concerns that the decision contravenes several aspects of Government Policy and that the Rushmoor Local Plan should be the subject of further scrutiny in many important respects.
Such letters will have greater impact if they are written in your own hand and in your own words but they should point out the following:
it is contrary to Government Policy, in the light of new evidence which has emerged since the Public Inquiry in July 1998 and which has not been the subject of independent public scrutiny, for Rushmoor BC to adopt their Local Plan Review without a further Inquiry
it is contrary to Government Policy for Rushmoor BC to adopt their Local Plan Review without obtaining a Risk Assessment and insuring safety of the residents of the Borough
it is contrary to Government Policy to adopt a Local Plan in Rushmoor which includes areas of Societal Risk, such as a College of Technology and Residential Homes
it is contrary to Government Advice for a Local Plan dealing with noise not to contain an Environmental Statement. The report from ATL obtained by Rushmoor BC is not an Environmental Statement
Rushmoor BC has failed to provide an assessment of the Local Plan in terms of Sustainable Development
You will no doubt want to communicate your own feelings about how the procedure as a whole has been conducted by the Council.
